Earthquake hits Pakistan

On March 22, 2023, a magnitude 6.5 earthquake with its epicenter in Afghanistan hit Khyber Pakhtunkhwa province in Pakistan, resulting in at least 10 deaths and 62 injuries. According to the Provincial Disaster Management Authority, 10 homes were completely destroyed and 55 were partially destroyed. The earthquake was primarily felt in northern parts of Pakistan, including Rawalpindi, Islamabad, Muzaffarabad, Peshawar, and others, while also jolting different cities in Punjab. Although no loss of life was immediately reported in Punjab, the quake created fear, and shocks were felt in various cities.

The earthquake was centred near Jurm town in northeastern Afghanistan, in the Hindukush region, and had a depth of 187 kilometers, according to the US Geological Survey. The Pakistan Meteorological Department reported the quake was of magnitude 6.8, whereas the USGS put it at 6.5. The earthquake also jolted the mountainous region of Gilgit-Baltistan, where landslides caused fear, but no loss of life was reported.

Health Minister Abdul Qadir Patel directed officials to put hospitals on high alert, asking the administration to prepare themselves to deal with any emergency. Cracks appeared in the Al-Janaat Mall in Rawalpindi and buildings in Islamabad’s Sector E-11, according to initial reports. Rescue 1122 officials were launching search and sweep operations across the province, according to a spokesperson for the Punjab Emergency Services.

Large parts of South Asia are seismically active due to the Indian plate pushing north into the Eurasian plate. In January 2023, a 6.3 magnitude earthquake jolted parts of Islamabad, and a 5.6 magnitude earthquake jolted a number of Khyber Pakhtunkhwa’s districts. In October 2005, a 7.6 magnitude earthquake jolted KP, along with Islamabad and Azad Jammu and Kashmir, killing over 100,000 people.

The current earthquake is among the intermediate ones, which are between 70km and 300km in depth. Shallow quakes are at depths of less than 70km and are the ones that have broader damage. The earthquake caused panic-stricken people, especially those living in high-rises, to rush out of their homes in Islamabad, reciting Kalma Tayyaba. Landslides damaged a cattle farm in Yasin Ghizer, resulting in the death of livestock, according to Rescue 1122.

CAD shrinks on rupee depreciation

Pakistan’s current account deficit (CAD) dropped to a nearly two-year low in February 2023 as the country’s imports were reduced due to administrative controls and rupee depreciation, according to data from the State Bank of Pakistan (SBP). The CAD narrowed 86% to $74 million in February, the smallest since March 2021. The deficit shrank 68% to $3.9 billion in the eight months of the current fiscal year. This decrease was in line with the expectations of analysts, who credited weaker currency, import restrictions, curbs on foreign exchange availability, fiscal tightening, higher interest rates, and energy conservation measures for the reduction in the current account deficit.

However, exports declined 24% YoY to $2.198 billion in February, and during July-February FY2023, exports decreased by 10% to $18.639 billion. This decline in exports was attributed to temporary administrative constraints. Remittance inflows improved 5% MoM to $2 billion in February but fell by 9.5% YoY.

Pakistan is facing difficulty in securing a staff-level agreement with the International Monetary Fund (IMF), and failure to secure the deal could lead to a sovereign default. The political and economic unrest in the country may make it challenging to obtain funds from the IMF, making it essential for Pakistan to secure the staff-level agreement to obtain a $1.2 billion tranche and unlock further inflows from other international creditors.

Despite the reduction in the CAD, external public-debt maturities in the remainder of the fiscal year ending June 2023 amount to over $7 billion and will remain high in FY2024, according to a Fitch report. The Chinese government has refinanced commercial loans to prevent Islamabad from defaulting, but the government is still awaiting the rollover of a $2 billion Chinese deposit that will mature on March 23 and a $1 billion deposit that will mature in June.

As of March 10, the foreign exchange reserves held by the SBP were $4.319 billion, which is still low, but adequate to avoid default thanks to the Chinese inflows. Experts noted that while the current account deficit is not much of a problem, debt repayments are the real challenge faced by Pakistan.

In a joint statement, the two leaders accused the United States of undermining global security and expressed great concern over NATO’s growing presence in Asia. They also called on the United States to stop undermining international and regional security and global strategic stability to secure its unilateral military advantage.

Xi’s trip coincided with a surprise visit to Kyiv by Japanese Prime Minister Fumio Kishida, who visited Bucha, a town where Russian forces were accused of committing atrocities during their occupation last year. The International Monetary Fund also reached an agreement with Ukraine on a four-year loan package worth around $15.6 billion, intended to support European Union accession talks and reconstruction in the conflict-hit country.
