    The article conspicuously fails to mention the names of the armed groups who are participating in the negotiations.
    We are informed there are militant groups who refuse to surrender “heavy weapons.”
    It sets one thinking. If our armed forces can carry out a surgical strike against militants in Afghanistan, why can’t they deal similarly in Kurram which is Pakistan territory, after all.
    Negotiating with recalcitrant elements is a futile exercise. Even if a deal is struck, it will be a temporary respite at the best.
