The Bureau of Emigration and Overseas Employment (BEOE) has reported that 336,999 Pakistanis went abroad for employment between January 1 and June 30, 2025, reflecting a steady rise in foreign job placements.
An official from the Bureau attributed the growth to improved national strategies and the emergence of new opportunities for both skilled and unskilled workers. The trend, according to the official, shows increased global demand for Pakistani labour and growing trust in the BEOE’s systems.
Established in 1971, the Bureau has so far facilitated overseas employment for more than 10 million Pakistanis, all registered through its formal processes. The year 2015 remains the record holder with 946,571 emigrants going abroad in a single year.

Currently, more than 116,300 foreign jobs are available through the BEOE portal, offering Pakistanis access to various employment markets worldwide. The Bureau plays a crucial role in reducing domestic unemployment and increasing remittances—one of Pakistan’s key economic lifelines.
The BEOE works closely with Overseas Employment Promoters (OEPs) and monitors emigration activities through seven regional Protectorate of Emigrants offices. It ensures workers receive pre-departure briefings, insurance coverage, and protection under agreements signed with foreign governments.
Operating under the Emigration Ordinance, 1979, the Bureau also advises the government on policy, processes OEP licences, and manages the State Life Emigrants Insurance Fund (SLEIF) for added worker protection.
