Saudi Arabia has introduced a new classification system for expatriate work permits, aimed at enhancing job opportunities for skilled professionals and aligning with the Kingdom’s Vision 2030 reform plan.

The updated system divides work permits into three categories: high-skill, skilled, and basic. This tiered structure is designed to match foreign workers more accurately with roles that reflect their qualifications and experience, while supporting Saudi Arabia’s goal of building a knowledge-based, innovative economy.

A spokesperson from the Ministry of Human Resources and Social Development said the system will benefit both international job seekers and employers. It will help qualified professionals find roles that better suit their skills and ensure that their expertise is recognised in the Kingdom’s evolving job market.

A detailed guide to the new permit categories is now available on the ministry’s official website.

The classification system aims to streamline the hiring process, improve job-role alignment, and attract top global talent to support modern business needs. By clearly defining skill levels, it provides greater transparency and efficiency in recruitment.

Skilled workers will now have better visibility and access to high-level roles, with increased confidence that their qualifications will be evaluated fairly.
