A recent collaboration between OpenAI and the United Arab Emirates has drawn significant attention, with social media and news outlets suggesting that all UAE residents would soon receive free access to ChatGPT Plus. However, the actual plan differs from the viral claims.
Earlier this month, OpenAI confirmed that the UAE would be the first country to enable nationwide access to ChatGPT. This move is part of a broader partnership focused on integrating AI into key sectors, including education, healthcare, energy, and government services.
Despite the excitement, OpenAI has not announced free ChatGPT Plus access for all residents. The confusion appears to stem from unclear media headlines and speculation.

The initiative is tied to the larger Stargate UAE project — a multibillion-dollar plan to build the world’s largest AI data centre in Abu Dhabi. The 10-square-mile facility, expected to launch in 2026, will run on a mix of nuclear, solar, and gas energy. Its computing power is intended to support innovation across the Middle East, Africa, and South Asia.
While GPT-3.5 remains free to users in the UAE, ChatGPT Plus — offering advanced tools via GPT-4 — still costs $20 per month. Officials have not suggested any immediate pricing changes.
Experts note that although individual benefits are limited for now, the long-term goals focus on AI leadership and regional infrastructure. Residents may gradually gain indirect access through AI-powered public services, marking a significant shift in how technology is used in everyday life.
