The National Database and Registration Authority has introduced two new regulatory frameworks to strengthen Pakistan’s digital identification system. These include the Digital Identity Regulations 2025 and the National Data Exchange Layer Regulations 2025. Both aim to enhance online identity verification and increase the accessibility of digital services under the government’s Digital Pakistan vision.

Developed with the Ministry of Information Technology and Telecommunication and approved by the Ministry of Law and Justice, the frameworks will allow citizens to verify their identities through biometric and digital credentials. This will make it easier to access services like banking, taxation, healthcare, and education without using physical documents.
The National Data Exchange Layer framework will help government departments and approved private organizations share data safely and efficiently. It focuses on ensuring data security and smooth coordination between systems.

These initiatives are part of the World Bank supported Digital Economy Enhancement Project, launched in May 2024 with a budget of seventy eight million dollars. The project aims to improve digital governance across all levels of government. A recent grant of four hundred seventy seven million rupees was also approved to support the next phase of this national digital transformation effort.
