Islamabad’s Excise and Taxation Department has announced a major change to the vehicle registration system, aligning it with a model used in the United States. According to a recent notification, registration numbers will now be assigned to individuals instead of vehicles.
Under the new system, each vehicle owner will receive a permanent, unique number plate that remains linked to their name, regardless of changes in vehicle ownership. The revised policy will apply to both new and existing vehicles.
When a vehicle is sold, the original registration number will be deactivated, and the new owner will be issued a separate registration number.

Additionally, vehicle owners will be allowed to retain their personal registration number for up to one year, even if they do not currently own a vehicle. If the number is not associated with a vehicle during that time, it will be cancelled.
Officials explained that this move aims to simplify the registration process, improve record-keeping, and enhance transparency. The Director General of Excise and Taxation Islamabad said the new system will also make ownership tracking easier and reduce misuse of registration numbers.
