The Punjab Local Government Department has finalised a new legal framework to modernise and streamline the province’s birth and death registration system.
The updated regulations have been formally published in the Punjab Gazette, marking a significant step towards making the process more accessible and less bureaucratic.
Under the revised system, birth registration for children up to the age of seven will now be free of charge. Responsibilities for processing these registrations have been clearly outlined to improve efficiency and accountability.

According to the new structure, birth registrations within the first year will be managed by the secretary of the concerned union council.
For children aged between one and seven, the assistant director will handle the process, while cases involving individuals older than seven will be overseen by the deputy director.
One of the most notable changes is the removal of the court decree requirement for delayed registrations.

Citizens whose registration delay exceeds seven years will instead need to publish a newspaper advertisement to support their application and pay a standard registration fee.
Officials say the reforms are designed to simplify procedures, reduce delays, and ensure that more citizens can access essential documentation without legal obstacles.
By removing outdated requirements and assigning clear responsibilities, the government aims to make vital registration services more efficient and citizen-friendly.
