CNICs, Meters, and Tariffs: New Power Census Begins

Pakistan has begun a national digital census focused on electricity usage as part of its push to modernize power services under the “Electric City Plan”.

According to officials, all distribution companies — including Lesco — are now conducting household-level surveys to verify consumer details. The data collection is being outsourced to neutral third parties to maintain objectivity.

The survey aims to collect CNIC numbers, details of electricity meters per household, and identify whether the electricity connection belongs to the property owner or a tenant. It also tracks tariff categories and mobile numbers to streamline future communication and billing.

Officials say the move is necessary to fix long-standing issues such as fake connections, incorrect bills, and poor customer data management. The collected data will help authorities streamline services and enable evidence-based decisions.
