The Pakistan Sports Board (PSB) has formally issued a charge sheet to Pakistan Hockey Federation (PHF) President Mir Tariq Hussain Bugti, raising serious concerns over alleged governance failures, financial irregularities, and violations of the federation’s mandate. The PSB has demanded immediate written explanations.
According to a detailed letter dated August 11, Bugti, appointed on an ad-hoc basis in December 2023 by the Prime Minister, has failed to comply with the terms of his appointment. Key concerns include the continued absence of free and fair elections within the PHF, even as he enjoys associated perks.

The PSB has also flagged financial discrepancies. Despite releasing over Rs. 119 million for PHF operations, including travel and logistics, the federation has not submitted certified bank statements. The only audit report for FY 2023–24 contradicted PHF’s claims, showing funds used for administrative expenses while players reportedly await unpaid daily allowances.
Additional concerns involve an unauthorized bank account held in Sindh Bank, first highlighted in January 2025, and unapproved perks and benefits in the Islamabad PHF office, allegedly outside public sector norms.

The PSB has outlined seven specific points for explanation within seven days:

Details and funding of foreign tours by top officials

Full disclosure of PHF income, including rentals

The PSB warned that failure to respond may result in the matter being escalated to the Prime Minister, PHF’s Patron-in-Chief, for further action.
