The Pakistan Telecommunication Authority has issued a draft license framework for Fixed Satellite Services, paving the way for global providers like Elon Musk’s Starlink to operate in Pakistan. The move is expected to boost internet access, especially in remote and underserved regions.

The draft license, valid for 15 years, reduces costs by replacing multiple licenses with a single license fee of 500,000 dollars.
Operators will be required to roll out services within 18 months and set up at least one Gateway Earth Station in Pakistan. Companies must also ensure user data remains within the country under local security rules.

The new framework could attract major international players, including Starlink, OneWeb, and Shanghai Spacecom Satellite Technology, to Pakistan’s digital market. PTA has invited feedback on the draft until September 19, 2025, before finalizing the policy.
