The federal government has pulled funding for two major infrastructure projects in Islamabad—the 10th Avenue road and the Sihala flyover—according to budget documents for the fiscal year 2025–26.
Sources confirmed that the Capital Development Authority (CDA) has been directed to complete both projects using its own financial resources, after delays and limited progress.
The 10th Avenue road, launched in 2022 under the Public Sector Development Programme (PSDP), was originally set for completion by March 2024.

However, only 44% of the work has been completed so far. The project involves constructing a five-kilometre stretch from Katarian Bridge on Karnal Sher Khan Road (formerly IJP Road) to Srinagar Highway, near sectors G-9 and G-10. CDA officials blamed the delay on the slow release of funds, noting that only Rs. 3.5 billion had been disbursed from the Rs. 10.2 billion allocation.
The Sihala flyover, a Rs. 770 million project initiated in 2021, also saw repeated delays, with construction halting shortly after contracts were issued.
