Caretaker Prime Minister Anwaarul Haq Kakar officially inaugurated the state-of-the-art National Emergencies Operation Center (NEOC) on Thursday. The NEOC, located at the National Disaster Management Authority (NDMA) Headquarters in Islamabad, is poised to play a pivotal role in coordinating efforts to manage natural disasters effectively. Beyond the immediate response, it will also focus on disaster risk reduction and the mitigation of damages, emphasizing the importance of resilient infrastructure and robust policy frameworks in safeguarding Pakistan’s future.

Prime Minister Kakar commended the establishment of the NEOC and underscored the significance of building disaster-resilient infrastructure and comprehensive policy structures. He pointed out the paradox that Pakistan, despite being one of the lowest contributors to global carbon emissions, remains among the countries most severely impacted by climate change.

Kakar emphasized that climate change represents a tangible and looming challenge, one that will continue to affect future generations unless concrete actions are taken. He stressed the urgency of addressing climate change head-on, recognizing its potential to disrupt lives and economies.

Reflecting on the devastating floods of 2022, the prime minister lauded the coordinated efforts of all state institutions, particularly the NDMA. He noted that nearly one-third of the country’s population was affected by the floods, with an estimated economic loss of USD 30 billion. This underscored the need for proactive measures to mitigate the impact of such disasters.

Furthermore, Prime Minister Kakar called upon the international community to step up and assist developing nations like Pakistan in coping with the adverse effects of climate change. He highlighted the country’s resilience and ability to adapt but emphasized that support and collaboration were crucial in addressing the global challenge.

The prime minister also acknowledged the pivotal role played by the National Command and Operation Center (NCOC) in handling both the COVID-19 pandemic and the 2022 floods. During a briefing, Prime Minister Kakar was apprised that the NEOC would serve as the central hub for all technological inputs related to climate change, disaster management, and predictive modeling for national emergencies.

The inauguration of the NEOC represents a significant milestone in Pakistan’s commitment to disaster preparedness and climate resilience. With a focus on proactive measures, coordinated responses, and leveraging advanced technology, the center is poised to enhance the nation’s capacity to address natural disasters effectively.

As Pakistan grapples with the ongoing challenges posed by climate change, the NEOC stands as a beacon of hope, reinforcing the nation’s determination to safeguard its citizens and mitigate the impact of natural disasters. It is a testament to the nation’s readiness to face an uncertain future with resilience and innovation.
