Verify E-Challans Before Buying Used Vehicles — Here’s Why

The Punjab Safe Cities Authority (PSCA) has issued a strong warning to buyers and sellers of used vehicles, cautioning that unverified traffic fines could lead to serious legal trouble.

In its latest advisory, the authority explained that unpaid e-challans stay attached to the vehicle, not the person. This means any new owner automatically inherits the previous owner’s traffic violations.

Officials noted that many buyers only realise the problem when facing delays in vehicle registration, blocked transfers, or even legal action. “People are buying cars without checking their records and end up with hidden fines,” a PSCA spokesperson said.

The warning isn’t limited to buyers. Sellers who fail to transfer ownership immediately could also be held responsible for any future violations committed by the new owner.

To avoid these risks, the PSCA recommends that all buyers check for outstanding fines before finalising any deal.

How to Check for E-Challan Fines:

  • Go to the PSCA e-challan portal and enter the vehicle registration number.

  • Any active violations linked to the car will be shown.

  • Pay fines using the ePay Punjab app through mobile/internet banking, ATMs, or bank branches.

Officials said that with the rising trend of second-hand vehicle sales in Punjab, e-challan verification should become a routine part of all used vehicle transactions.
